According to a letter dated 20 April 2026, the Senior Permanent Secretary of the Ministry of Sports, Mr. Swalihu K. Jusu, instructed the former Executive Director of the National Sports Authority (NSA), Dr. Emmanuel Saffa Abdulai, to refund and retire funds related to national football activities.
The letter requests the following:
- Refund Le 3,869,948 that had been allocated as allowances for the Leone Stars’ FIFA international friendly against Azerbaijan. The ministry states that the funds should be refunded because Oman failed to honour the scheduled fixture, making the expenditure unnecessary.
- Retire all funds allocated for the Leone Stars’ FIFA international friendly against Azerbaijan.
- Retire all funds allocated for the U-20 AFCON 2025 qualifying tournament.
- Retire all funds allocated for the Leone Stars’ AFCON and FIFA World Cup qualifying matches.
The letter states that these actions are required under the Financial Management Reform (FMR) Act and requests the former NSA Executive Director to comply by refunding and accounting for the specified funds. Copies of the letter were sent to the Chief Minister, the Minister of Sports, and the Minister of Finance.
